The ageing of the global population is associated with a rising prevalence of chronic disease and preventable illness, generating escalating demands for health care and creating pressures on the sustainability of health systems. In the Asia Pacific Region non-communicable diseases accounts for more than 50% of mortality in every country. To address this impending threat to health systems, World Health Organization (WHO) has formulated a strategy on people-centered and integrated health services. Reorienting the model of healthcare which is comprehensive, focusing on prevention and with the foundations in primary and community care. Coordination of different types and levels of healthcare for integrated seamless delivery is critical to meet the complex needs of people with chronic disease and for efficiency and effective healthcare.<\/p>\n

In the Asia Pacific Region, fragmentation of heath care service delivery is evident. Coordination of services within primary care, between primary community care and specialist hospital care is limited and problematic. Public and private healthcare systems effectively operate in segmented parallel systems which compromise effectiveness and efficiency of health systems. Countries have implemented policies to engage the private health sector for a transformed primary care led system. However significant challenges have impeded progress.<\/p>\n

Facing the challenges and growing private health sector, ANHSS, with the goal to support knowledge transfer and capacity building in the Asia Pacific region, has organized the policy course for policy makers, implementers, health sector managers and practitioners, academia and researchers. The course was first initiated by World Bank, and has been developed in the context of the challenges in the Asia-Pacific region over the last decade.<\/p>\n

The course will provide an overview of the challenges encountered in the health system transformation to a primary care led integrated seamless healthcare system in both tax and social insurance finance healthcare system. A framework for primary care led integrated system and mechanisms for co-ordination within primary care (horizontal integration) between primary-community care and specialist hospital care (vertical integration) will be discussed with course participants\u2019 input and applied in the context of their health systems. The health system governance (policy) instruments of financing, strategic purchasing, contracting, regulation and information will be elaborated in depth in separate sessions. Case studies on countries experience of the 5 mechanisms for integration will be presented for learning. A final session will cover critical factors for implementation, approaches in monitoring and evaluation of policy interventions.<\/p>\n
